Should IT manager the manager of web marketing department as well?

Is it a good strategy to make IT manager head of web marketing departments? Note: he already has to manage a team of development. SQA, graphic and network people. He follows agile strategy to solve most of the problems and is over 80% technical person. A detailed solution will be appreciated.

Web Marketing is a whole other beast in terms of a job. If this person is familiar with SEO (Search engine optimization), and has a good understanding on how websites are crawled then he is qualified.

However, keep in mind that he already has his plate full. Not to mention that marketing really has nothing to do with Information Technology.

If it were me I would outsource that project, or place someone else in charge of it. Because in marketing you need to have someone that is familiar with ways to make people act now. It has nothing to do with a layout, or technical design. It’s more content related, and “people” orientated.

Just my opinion though.
