I dont think effectivity is a word – to answer the question it really depends on several factors including experience. It depends on if they are the person responsible for it or if they are assisting another who is ultimately responsible for it.

Generally, if they are responsible for corporate strategy, planning, implementation and ROI tracking this person would have a title ranging from Marketing Manager to VP of Marketing or CMO depending on the organization.

Marketing Consultant?
Marketing Think Tank?
Brand Manager?
Senior Campaign Coordinator?

Perhaps ask that marketing person!
