What are some current internet protection laws that regulate harmful material distributed to minors that are still in effect?
Some laws such as COPA are considered unconstitutional and are unenforced.

That depends on what you consider “harmful” and the source of it. If its a pornographic image emailed to the minor, then local law enforcement can be involved in it and possibly the FBI.

Most laws that pertain to the internet are a combination of local / state law from the transmitter, the local / state law of the recipient as well as any federal laws on interstate trafficking that may have been broken.
